Development Cooperation made with Germany - 3rd FSRP Network Meeting 2018

About 100 participants from 6 countries came together for the third FSRP networking event "Development cooperation made with Germany" on April 10, 2018, this time at the GIZ representative office in Berlin. More than half of the participants were policy makers from Georgia, Pakistan, Palestine, Ukraine, and Ghana. All of them have in common that they are working on governance reforms in their countries and are interested in German experiences in decentralization, vocational education for public administration and fiscal decentralization. Renowned German scientists and (former) policy makers gave lectures on these topics. The partners themselves presented their respective reform plans. The network meeting was marked by fruitful exchanges and lively discussions about which elements of German federalism and German administrative education are relevant and interesting in which form for the respective historical, political and territorial contexts in the partner countries - also against the background of the different capacities and resources of the different countries. And - according to the partners - much can be learned from the strengths and weaknesses of the German system, even if there are no blueprints. One thing became clear: Decentralization can - regardless of country - lead to more transparency, efficiency, greater resources, proximity to citizens and better public participation.
