As the world sees a global rise in autocracy, African countries are going through a multitude of changes:

  •  A sharp rise of political instability and Coups d'état across Africa
  • Constitutional changes to maintain presidents in power who have been there for decades (“constitutional coups d’état")
  • Disappointment and disillusionment of the African youth with “democracy” in a majority of African countries
  • Increased links with non-western powers as partners for security and development

While these changes are very disturbing, they also present an opportunity. After colonialism, few African countries have rethought and re-engineered the state. Most African states have remained within the systems, procedures and sometimes the very documents left by the colonizer. The current changes in Africa provide the opportunity for Political Transitions and Transformations, not least as young African women and men, who are organizing themselves both within the Continent and globally, are demanding equality, prosperity and freedom from their governments.

It is important to clearly identify and analyze these opportunities to determine how to accompany African states undergoing change so that their transitions and transformations result in democratic, Functional African States for citizens.

Ms. Kah Walla, governance expert, democracy champion and political activist from Cameroun, will present her analysis of political transformation in Africa with an emphasis on functional states: Functional states are states that actively seek solutions to citizen’s problems, allocate resources to these solutions, implement and continuously improve. Key areas for the functionality of the African state are the Presence of the State, the Security and Sustainability of the State and the Hope the state provides.

Prof. Dr. Matthias Basedau,Director of the GIGA Institute for African Affairs, will comment based on his research on democratisation trends in Africa.
